As for limits and overages, there are several types of them:
First, there is a limit quota for API calls, users, and records as a part of your plan. If you hit that quota, extra usage will trigger overages. Secondly, there are maximum limits – for users, for example. If you hit that limit, you won’t be able to invite more users - until you kick someone out or simply upgrade. Thirdly, there are fair usage limits. If you hit those, you’ll be prevented from consuming more of those limits.
